About us.
Northern Plains Anglers Outreach (NPAO)
Northern Plains Anglers Outreach (NPAO) is a developing 501(c)(3) nonprofit organization focused on providing access to fishing and the outdoors for youth and individuals who may not otherwise have the opportunity.
NPAO was originally formed as the Northeast South Dakota Anglers Association and was officially incorporated in the State of South Dakota on May 21, 2024 as a domestic nonprofit corporation with a stated purpose of providing fishing opportunities to underprivileged children and communities .
Following relocation and long-term planning, the organization has since transitioned into Northern Plains Anglers Outreach to better reflect its broader geographic focus and future direction.
Organizational Status and Transparency
NPAO is currently in a foundational stage of development. Since incorporation, the organization has focused on building its structure, establishing leadership, and aligning its long-term mission with available resources and community needs.
As documented in official organizational records, formal board operations were initially delayed due to professional obligations, including law enforcement and public safety careers among board members, as well as personal commitments and relocation factors . These realities have shaped a deliberate approach to growth, ensuring that expansion occurs in a responsible and sustainable manner.
The organization is actively working toward:
-
Establishing consistent board operations and governance
-
Developing structured programming
-
Building partnerships within the community
-
Securing funding and sponsorship support
NPAO is committed to maintaining transparency throughout this process and communicating its progress openly.
Mission and Purpose
The core mission of NPAO remains consistent from its founding:
To provide meaningful access to fishing and outdoor experiences for underprivileged youth and communities.
This mission is rooted in the belief that the outdoors is more than recreation. It is a tool for mentorship, personal development, and long-term positive impact.
Program Development: Fish with a Cop
One of the primary initiatives being developed under NPAO is the Fish with a Cop program.
The objective of this program is to:
-
Provide youth with access to fishing opportunities and equipment
-
Build positive relationships between law enforcement and the community
-
Create a constructive and engaging environment for interaction
As outlined in the program framework, the initiative is designed to address real barriers within rural communities, including lack of access to equipment, limited exposure to outdoor activities, and socioeconomic challenges .
The long-term vision includes:
-
Community-based fishing events
-
One-on-one or small group mentorship outings
-
Partnerships with law enforcement agencies and conservation organizations
-
Providing equipment to participants for continued involvement
While this program is still in development, it reflects the foundational direction of NPAO moving forward.
Leadership and Governance
NPAO operates under a structured nonprofit framework with a Board of Directors and executive leadership. The President serves as the chief executive officer responsible for operational management, strategic planning, financial oversight, and program development.
Board members and leadership bring backgrounds in:
-
Law enforcement
-
Public safety
-
Conservation and outdoor resources
This structure is designed to ensure accountability, ethical governance, and alignment with the organization’s mission.
Financial and Operational Integrity
NPAO is committed to responsible stewardship of all funds and resources. Organizational policies include:
-
Budget development and board approval
-
Quarterly financial reporting
-
Fundraising and grant compliance
-
Internal financial controls and documentation standards
Financial practices are structured to ensure transparency, accountability, and compliance with nonprofit regulations .
Looking Forward
NPAO is being built with a long-term perspective. The goal is not rapid expansion, but intentional growth that creates lasting impact.
Future priorities include:
-
Launching initial pilot programs
-
Expanding partnerships across North Dakota and surrounding areas
-
Increasing access to equipment and resources
-
Developing sustainable funding streams
Every step forward is focused on building a program that is practical, effective, and capable of serving communities for years to come.
Closing
Northern Plains Anglers Outreach is grounded in a simple principle:
Access creates opportunity.
Whether through a single day on the water or long-term mentorship, the goal remains the same. Provide individuals with an experience they otherwise may not have had and create something that lasts beyond that moment.
